The Bliss is an expensive drug that only the rich and government officials can afford. It slows down the Flare, which is a disease that eats away at the brain faster if the brain is working harder. This explains why Newt succumbed to the Flare so quickly after leaving WICKED: the stress of the Maze and then the Scorch Trials has made it act rapidly. The drug works by clouding the brain, slowing the progress of the Flare but making it harder for the infected to concentrate. Users will often simply stare at the sky, relax, etc.
