The Bliss was an expensive drug that only the rich could afford. It was a temporary treatment (not a cure) for the Flare that delayed the flares overtake of the brain by slowing down brain function. Thus, slowing down the infection during the process as the disease takes over more quickly if the person's brain was working harder to stop the infection.
